Navigate to your Microsoft Teams admin center > Teams apps > Permission policies (https://admin.teams.microsoft.com/policies/app-permission) and log in with your Teams admin account.

Select the specific permission policy you'd like to use for your pilot by clicking the ✓ check mark to the left of its name.

Then at the top, click Manage users, then Assign users.

Search for each of your pilot user's names and click Add.

Once you've added all pilot users, click Apply at the bottom to save.
